POLITICAL ENDORSEMENT MATRIX

National Sierra Club policy requires that all political endorsements be
approved by a two-thirds vote of two separate entities.  In each body, the
approval must be by two-thirds of those eligible to vote (including members
not present but excluding members abstaining due to conflicts-of-interest).
