USE OF LISTS BY OUTSIDE ORGANIZATIONS The granting of membership lists to outside organizations is governed by the following principles: A. Club mailing lists should not ordinarily be given to other general purpose conservation organizations. It is appropriate to make a list available to specialized local conservation groups that are doing work the Club wishes to see done, but is not prepared to undertake itself. B. Every level of the Club has a responsibility to protect our members from excessive and inappropriate contacts. C. The procedures given below are intended both to prevent inappropriate use of member lists and to provide a mechanism by which the number of member contacts can be centrally monitored and, if necessary, reduced. 1. Any time that a Group or Chapter membership list goes to an outside organization for fundraising or any other purpose, the use of the list must be approved by the Rocky Mountain Chapter. To safeguard the confidentiality of the list, either the list must be delivered to a reputable mailing house under an agreement that it will not be copied, or the use of the list must be supervised by a designated Sierra Club leader. 2. Candidates endorsed by the Sierra Club's political process may use Sierra Club membership lists, subject to the rules and at the discretion of the Chapter Political Committee, without further approval by the Rocky Mountain Chapter Executive Committee. 3. The Rocky Mountain Chapter Administrative Committee has standing authority to approve the use of lists by outside organizations, provided that the conditions in A) to F) are met. The Administration Committee may, at its option, approve the use of the list, deny the use of the list, or refer the matter to the full Chapter Executive Committee. A. For a Group or Section list, the Group's Executive Committee or the Section's Steering Committee must approve the use of the list. B. For a list of members not confined to a single Group, either the relevant Chapter Committee Chair or each of the affected Group Executive Committees must approve the use of the list. C. When a Chapter Committee Chair requests use of a list of members located in the territory of three or fewer Groups, all of the affected Group Chairs must be consulted. D. The intended use of the list must contain no fundraising content (i.e., no possibility of generating a profit for the outside organization). E. The Rocky Mountain Chapter Political Chair must be consulted if the list is to be used for political or electoral purposes. F. The Rocky Mountain Chapter Conservation Chair must be consulted if the list is to be used for a conservation alert. 4. If a list is to be used for phoning, a script for the phone calls must be approved by an appropriate Sierra Club leader before the calling may begin. 5. Any list provided to an outside organization should exclude members who do not wish to have their names given to other organizations and members who do not wish to receive the kind of contact for which the list will be used. These wishes should be determined from appropriate fields in the Sierra Club database. 6. Membership in a Section is not to be included in any information provided to an outside organization without prior approval by that Section's Steering Committee. 7. If a mailing is clearly marked as a joint mailing from Sierra Club and another organization, it constitutes a mailing from Sierra Club and does not fall under the requirements of this rule, even if the other organization pays the costs of the mailing. However, the confidentiality of the list must still be safeguarded as described above, and the Administrative Committee should be informed of the mailing so that it can monitor such joint activity. The mailing is governed by the policy on internal use of lists. Such joint mailings are appropriate for conservation alerts and invitations to an event, but not for requests to join or contribute directly.
